The book takes a largely positive view of the multilateral foreign policy doctrine of the Zapatero government, acknowledging its many important achievements and initiatives in different areas, from development and migration policies, its visionary approach to the Cuban question, the creation of the Alliance of Civilizations to the obtainment of Spanish membership of the G20 international forum. Yet, it also points to the fact that Spanish actions in some zones were severely limited or restrained by unforeseen events out of its control, such as the general meltdown of the European project and the global financial crisis. Based on a historical analysis of Spanish diplomatic actions across four continents the book argues that diplomacy and international cooperation actually works.
