Abstract

With any technology which is in its infancy, we must strive to understand and develop the technical factors in such a way as to be able to adequately describe and test performance, to be able to calibrate devices and components in order to deliver a specified performance and to be able to describe and measure variations in both equipment and operational environment. This of course is extremely tedious and fuels all manner of discussion, useful or otherwise, among those who spend their lives immersed in such pursuits. However, to a certain degree, it is important and necessary, especially if we are to achieve interoperability between disparate systems and a baseline of minimal standards for both technical operation and supporting processes.
