Once Viola Monaghan was admitted to Jefferson’s PSAP (Physician Shortage Area Program), she was quickly faced with a major problem—how was she going to pay for her medical education? In response, she applied to and was awarded a National Health Service Corps (NHSC) scholarship, which included a future four-year service commitment. “So, when I graduated,” she says, “I really felt like I needed to be true to my commitments—both to the PSAP and the NHSC—and that I was going to practice family practice, and that I was going to a rural area.”
