An empirical evaluation is the appraisal of a theory by observation in experiments based on a field study. This study is an assessment of the elements of proof of the notion that the key to excellent global security is by synchronising the technological gap between advanced and developing economies and that risk assessment spending should not be higher than risk mitigation and prevention technology spending.
