Modeling and Analysis of Safety Culture of Air Traffic Organizations in the National Culture Context

Abstract

Safety culture is broadly recognized as important for operational safety in various fields, including air traffic management and power plant control. We use the term ‘safety culture’ as those aspects of organizational culture that may have an effect on safety. It is well accepted that the type of national culture has a significant impact on organizational and safety cultures. However, identifying specific types of influences of national culture characteristics on organizational structures and processes is not trivial. To address this challenge we propose a formal, agent-based approach for modeling organizations, which establishes explicit relations between safety culture, national culture and organizational processes and structures. The approach incorporates national cultural characteristics from the cultural classification framework by Hofstede, and identifies their direct and indirect influences on organizational behavior. Application of the approach is illustrated by a simulation study, in which the safety culture of several types of air navigation service provider organizations from Western and Eastern European cultures was investigated.
