Abstract

This chapter draws together the conclusions of the two case-studies, and links them back to the variables presented in Chapters 3 and 4. Section 8.1 presents the findings of the case-studies in terms of policy transfer. Section 8.2 then considers the roles of the intervening variables, and their power in explaining the outcomes. Section 8.3 seeks to explain why the candidates continued with processes of Europeanisation despite sub-optimal outcomes in negotiations, and traces how Europeanisation became institutionalised.
